Many foreign residents in Japan hear the term “Permission to Engage in Activities Outside the Status of Residence” and assume it simply means permission to do part-time work.
This misunderstanding can lead to serious immigration violations.
In reality, this permission exists to protect your original purpose for staying in Japan, not to replace it.
The most important concept behind this permission is the primary–secondary relationship.
Your visa status is granted for a specific main purpose.
For students, the primary purpose is studying.
For dependents, it is living with and being supported by a family member.
Permission to engage in activities outside your visa means that only within limits, you may work in a way that does not interfere with your main purpose.
If immigration determines that work has become your main activity, your visa renewal may be denied or your status revoked.
Even with permission, you are not free to work like a Japanese citizen.
The most well-known rule is the 28-hour-per-week limit, including all jobs combined.
Working for multiple employers does not increase the allowed hours, and unpaid preparation time may also be counted as working time.
Another strict rule is the complete prohibition on working in adult entertainment businesses.
This applies even to cleaning, dishwashing, or handing out flyers.
Many people face deportation because they did not understand how broad this prohibition is.
For holders of professional work visas, this permission is not meant to allow simple labor jobs such as convenience store or restaurant work as side jobs.
In such cases, only activities that match professional skills may be allowed, depending on individual approval.
There are two types of permission.
Students and dependents usually receive blanket permission, allowing work within the general limits.
Others, such as interns or people preparing for employment, may receive individual permission, which strictly limits where and how they may work.
Gig work and freelance-style jobs require special caution, as working hours are self-managed and closely examined.
Immigration authorities increasingly check income records and tax data.
Excessive income may raise suspicion of working beyond permitted hours.
Violations can result in visa renewal refusal, revocation of status, or deportation.
Employers may also face penalties for facilitating illegal work.
This permission is not a loophole.
It is a safety mechanism designed to help you support yourself without losing sight of why you came to Japan.
Protect your future by respecting the boundaries. 28 hours per week, no adult entertainment work, and always keep your main purpose first.
